19 of the Russian's twenty-one titles have been won on hard courts
A comeback Medvedev won his initial title for over two years with a win over opponent Moutet in the competition title decider.
Medvedev, a ex- top-ranked player, has endured a challenging year, winning just a single victory at the major tournaments and experiencing a difficult moment at the New York tournament.
Medvedev's unpredictability on the tennis tour - and difficulties with his service game in especial - caused him falling of the world's top 10 and ultimately separating with long-term mentor Gilles Cervara.
Now collaborating with Johansson and Rohan Goetzke, he has gradually improved in the last few weeks - peaking in a hard-fought three-set victory over Frenchman Moutet.
This marks Medvedev's initial title since the Rome competition and initial on a hardcourt since that period of that year.
Success also indicates Medvedev has won twenty-one championships at 21 distinct tournaments.
"For the first time I'm at a competition with my two daughters together, so to get a trophy is especially meaningful," commented ranked player the champion.
"This victory is in tribute of my second daughter my daughter, because the maiden victory I got when my first daughter my daughter was delivered was for her."
The tennis star, the former major winner, had been defeated in his last six finals, including in the German tournament earlier this year.
Medvedev's retrieving strategy and regular reactions on the tennis court had led some to wonder if his capacity to perform at the highest level was finished.
But the 29-year-old has implemented adjustments in the past month, attempting to advance forward and compete positively, reinforced by an enhanced serving game.
The champion recovered from a break down in the first set against the challenging opponent, securing four of the last five games to go ahead.
The competitors exchanged break points in the following set before the Frenchman, attempting for his first tour victory, took control to force a third set.
The opponent rescued 4 initial break points in a tight third set before the Russian broke to that score to secure the win.
Suitably, Medvedev earned the title with a point at the net area, with Moutet unable to manage a return after a lengthy match.
